農村信用社是服務「三農」的主力軍，是聯系農民的橋梁和紐帶，在促進農民增收致富及農村經濟發展等方面發揮了積極作用。但長期以來，中國農村一直處於資金短缺狀態，資金容量不足，金融體系脆弱。在商業銀行逐漸退出農村市場的情況下，目前僅存於農村的農村信用社已是支撐農村經濟可持續發展的主要平台。農村信用社在發展過程中，由於受歷史原因、體制原因和外部環境等多方面因素的影響，當前還面臨著一系列困難和問題。當前全面建設社會主義新農村，加快農村經濟發展，是農村信用社面臨的一項重要任務。農村信用社支持農業和農村經濟發展，推進社會主義新農村建設，不僅責無旁貸，而且作用很大。農村信用社在這一時期的改革如火如荼，政府籌劃接手農村信用社的經營管理，農村信用社積極增資擴股，監管部門認真的進行政策指導，切實加強行為規范。
